Lightly steam cauliflower, no more than 4 minutes per batch. Set in the refrigerator to cool.
Combine egg yolks, mayo, yellow mustard, and apple cider vinegar in a bowl and mix until creamy. You can use a fork, but it may have a few lumps. For the smoothest result, use an immersion blender.
Pour mayo mixture over cauliflower and combine until all the cauliflower is nice and creamy. Then, lightly fold in chopped chives.
Place in serving bowl and garnish with paprika. Serve chilled.
